If a candidate refuses to attend the count they should be deemed illegitimate and not allowed to take their seat in Parliament. If you want to engage with the democratic process that means all of it not just the bits of it you fancy. It seems that the only time this has happened before was Bobby Sands who won his seat for Sinn Feín and he was incarcerated at the time.
